Background:

Ma3an is a five-year (2018-2023) USAID-funded project to increase youth participation in civic and political life, address youth grievances, and prevent radicalization in Tunisian communities vulnerable to violent extremism. Ma3an's objectives include Youth are equipped with skills and engaged in civic actions with local actors to address their communities' needs and grievances (Positive Youth Development - PYD), and Tunisian capabilities to prevent and counter violent extremism are enhanced (Preventing Violent Extremism- PVE). At the community level, Ma3an uses a community-driven PYD / PVE model to inform and support sustainable interventions through ongoing collaboration between community actors that are inclusive, participatory, and solutions-focused. These include working with and through local CSO partners to understand local dynamics in each community; and implement community-driven PYD / PVE programming involving youth, local NGOs, local government, and other community leaders through community-specific grants.

Position/Responsibilities:

The Data Analyst will report to the Monitoring, Evaluation, Learning and Communication (MELC) Director and will be responsible for collating Ma3an activity data to optimize data management, developing dashboards for data visualization and capturing data that offer actionable insights as well as accurate reporting. Essential Job Functions: Duties and Responsibilities

DATA MANAGEMENT SYSTEM:

  • Maintain Ma3an Data Entry Application by (adding/removing) activity types, location, users.
  • Provide support to Ma3an local partners on how to use the Ma3an data management tool.
  • Program and test data collection instruments for mobile data collection using programs such as Open Data Kit (ODK)
  • Make sure that all Ma3an deliverables are uploaded into SharePoint.
  • Quality check data entered in the Ma3an data management system and calendar.
  • Conduct user training including the development of training materials.
  • Provide support to the MEL Officers in case of any technical issue with the system.

REPORTING:

  • Update Ma3an Dashboard with project objective indicator measurement and targets.
  • Create a new (CYM) Dashboard for each Ma3an community
  • Maintain and manage Ma3an Management Information System (MIS).
  • Create a Power BI report for USAID with all Ma3an events and Ma3an Calendar.
  • Update PITT with any change on indicators, target, and measurement.

DATA ANALYSIS AND VISUALIZATIONS

  • Contribute to the development of data collection, data entry, and data analysis tools and processes.
  • Develop and maintain Ma3an dashboard visualizations using Power BI
  • Take the lead on implementation, monitoring, and review of QA procedures.
  • Collect and compile and present quality data reports
  • Analyze data to identify areas for improvement in the quality system.
  • Writes and edits guidance and system documentation, user manuals, and training materials required to help MEL staff use Ma3an data management system.
  • Participate in improving internal processes to strengthen data capture and management
  • Prioritize data inputs according to the work plan and team schedules

Eligibility Criteria:

  • Bachelor's Degree in management or information technology (including Data analytics or Data mining or Database design or statistics).
  • 2– 5 Years of related work experience.
  • Proven experience in database design development, data management, and data cleaning
  • Good knowledge in reporting packages, databases (SQL), Power BI, XML
  • Experience using statistical packages for developing and analyzing datasets (Advanced Excel),
  • Experience programming data collection instruments using ODK and/or other survey tools
  • Experience using PowerBI to support data visualization efforts
  • Experience using PowerApps preferred
  • Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.
  • Experience applying data quality verification.
  • Report writing and presenting findings experience will be an asset.
  • Organizes and follows complex and/or detailed technical procedures and processes.
  • Works independently and performs the job with minimal supervision.
  • Presentation and facilitation skills.
