Background

The Libya Economic Acceleration Project (LEAP/Aqfuz) is a newly awarded USAID program implemented by Chemonics International. The program aims to promote inclusive private sector-led growth throughout southern Libya, increasing economic resilience while putting new opportunities within reach for diverse stakeholders. LEAP/Aqfuz will enhance entrepreneurship skills, provide firm-level assistance, provide technical and vocational training, and strengthen the capacity of business development service providers.

Purpose

The project's Monitoring, Evaluation, and Learning Lead will be responsible for overall program-level monitoring, evaluation, and learning. In coordination with the Chief of Party and in consultation with USAID, they will also respond to the project’s research priorities, including identifying knowledge gaps and developing research objectives to answer specific programmatic and operational questions aimed at informing programming. They will oversee the project’s monitoring, evaluation, and learning (MEL) team, collecting and reporting data on LEAP outputs and outcomes. The Lead will ensure our MEL efforts promote inclusion across all project activities, ensuring that LEAP effectively delivers support to vulnerable and historically marginalized populations in the Fezzan region.

Reporting

The Monitoring, Evaluation, and Learning Lead reports to the Chief of Party.

Responsibilities include:

·  In collaboration with USAID and project leadership, contribute to the design, implementation, and ongoing adaptation of a monitoring, evaluation, and learning system that adheres to USAID guidance and meets the needs of the program for learning, analysis, and reporting

·  Specifically, action the project’s Annual Monitoring Evaluation and Learning Plan (AMELP) and lead annual revisions to incorporate consultations with project leadership

·  Ensure all indicators have data collection tools that match the description in the Performance Indicators Reference Sheet (PIRS), and that all characteristics of disaggregation are fully defined and incorporated into afore-mentioned tools

·  Oversee all quality assurance and control over all data and oversee accurate inputting into DevResults softaware platform to ensure overall data reliability, consistency, and quality

·  Prepare a data collection plan and schedule and implement it in close coordination with the MEL assistant who supports both MEL and Communications

·  Draft MEL plans for each activity

·  Conduct analysis of progress against indicators and report out to the project team, flagging any issues in which performance is lagging behind annual and/or life of project targets

·  Lead the drafting of the MEL section for all annual reports and the Annual MEL report

·  Establish and maintain a learning tracker; coordinate with other team members to collect information, lead After Action Reviews as needed; update the tracker; and lead periodic learning discussions with the project team

·  Help identify, analyze, and synthesize lessons learned from program implementation and facilitate the incorporation of those lessons into the activity development cycle

·  Train other staff, and local partners where required, on key M&E concepts, tools, and processes 

·  Coordinate with project leadership and USAID’s TPM to plan the learning agenda for periodic pause and reflect sessions

·  Ensure participant feedback channels are operational; raise awareness to encourage use; monitor inputs; incorporate into learning tracker and associated learning feedback sessions with the team

·  Revise the AMELP to include Global Fragility Act indicators when made available; identify or design required tools and update data collection plan accordingly

·  Revise the AMELP each time that the project initiates Opportunity Response Mechanism (ORM) funding

·  Conduct context monitoring per the AMELP and in response to ad hoc requests by USAID

·  Lead preparation for Data Quality Assurance (DQA) and implement any post-DQA recommendations

·  Lead and manage internal program-level evaluation efforts, including the development of studies that examine higher-level outcomes and the utilization, when required, of external M&E resources if funding is available

·  Provide input and advice on procurement of M&E third-party services if needed if funding is available

 

Duration

This is a long-term assignment. The expected duration is at least one year.

Location

The location of this position is Sabha, Libya, or Tunis, Tunisia

 

Qualifications and Requirements

  • A minimum of six years of progressively responsible relevant work experience.
  • A minimum of two (2) years of experience in monitoring and evaluation, social science research, journalism, or a similar field.
  • Demonstrated experience with quantitative and qualitative research methods, including surveys and focus groups and addressing gender equality and social inclusion.
  • Ability to work independently with minimal supervision to prioritize multiple work assignments in a fast-paced environment, to meet deadlines, and to exercise good, strong professional judgment.
  • Proficiency with software such as Microsoft Word, Excel, and PowerPoint; familiarity with statistical software is highly desired, but not required.
  • Strong analytical skills and writing abilities.
  • Experience working with donor-funded projects. Experience actioning USAID AMELP is preferred.
  • Fluency in written and oral English is required.
  • Fluency or working proficiency in Arabic required.
